Permit to run air conditioners/ room heaters subject to building must be insulated. Provide tax incentive to use garbage for energy production in society and saving energy.

WATER:

Separate arrangements for drinking water and to use for toilet & gardening etc, Water consumption audit report with monthly bill. Provide discount and impose penalty on better use and misuse of water. Promote recycle and water harvesting to save the ground water level. Provide tax incentive to adopt water harvesting, use recycle water and consuming it.
